It is located in Jeongsang-dong, east of Samcheok City. In the past, it was called Jukgwando, but now it is also called Yukhyangdae. There was Samcheok Pojin during the Joseon Dynasty, and now at the top of the mountain there are Cheokju Donghaebi (aka Toejo Monument), Pyeongsu Tochanbi (Gangwon-do Tangible Cultural Heritage No. 38/designated on December 16, 1971), and Yukhyangjeong. These monuments were erected by Heo Mok, the governor of Samcheok, in the second year of King Hyeonjong of the Joseon Dynasty (1661).

* Heo Mok (1595-1682)

Heo Mok studied the Neo-Confucianism of Toegye Yi Hwang. He was a person who inherited and played a bridging role in the development of Silhak in the modern times. When the period for the restoration of his mother's portrait of King Hyojong was discussed, he opposed the theory of chronological years by Seoin Song Si-yeol and others, and argued for the three-year theory at the head of the Namin, but was demoted to Samcheokbusa. At that time, Samcheok suffered severe sea waves, so the tide rose up to the town, and during the flood, Osipcheon flooded, causing severe damage to the residents.

Heo Mok, who felt sorry for this, wrote Donghae Song, which has a mysterious meaning, and wrote an original classic. After erecting the Cheokju Donghae Monument on Mallido in front of Jeongnajin, the sea became quiet. Afterwards, the monument was damaged and the tide rose again, so in the 36th year of King Sukjong's reign (1710), a copy of this was built on the current Yukhyangsan Mountain in Jeongsang-dong to block the tide. This monument, called Toejobi because of its mysterious inscription, is also famous for Heomok's strange calligraphy, which is said to be the best brushstroke in the East in all calligraphy.

Pyeongsu Tochanbi, located a little away from Cheokju Donghaebi, was erected together with Cheokju Donghaebi. The inscription was carved on a wooden block with 48 characters selected from the electronic monument said to have been written by Emperor Wu of Hyeongsan in China, and kept at the county office. It was built by stone carvings by royal envoy Kang Heung-dae and Samcheok-gun governor Jeong Un-seok in the 8th year of King Gojong's reign (1904).
